What Exactly Is an RSA Certificate?

The RSA is a certificate that proves you have completed training in providing responsible service of alcohol in accordance with Australian liquor laws.

Not having one means you are not allowed to work at any job that involves serving or selling alcohol at venues licensed to serve alcohol.

The Unit of Competency Underpinning the Qualification

The RSA certificate you receive is based on the nationally recognized unit of competency SITHFAB021 – Provide Responsible Service of Alcohol.

Training under this unit includes information about the effects of alcohol and the laws surrounding the provision of alcoholic beverages. On top of that, you learn how to identify intoxicated customers, dealing with refusals of service in a professional manner and understanding relevant liquor laws in the states and territories.

Who Needs an RSA Certificate

The requirement to hold a current RSA certificate is extensive. If your job involves having direct contact with alcohol at a licensed venue, you need one.

• Bar staff, bartenders and cocktail waiters at pubs, clubs and hotels
• Restaurant waiting staff who take food and beverage orders or serve drinks to customers in table service areas
• Bottle shop employees selling packaged liquor for drinking away from licensed venues
• Event and catering staff who serve alcohol at weddings, festivals and corporate events
• Cellar door staff at wineries, breweries and distilleries
• Venue managers and supervisors who manage alcohol service areas
• Security personnel at licensed venues in some states

If you work in Queensland, you must complete your RSA training within 30 days of commencing work at a licensed venue. In all states other than Queensland, you need to hold your RSA before commencing work.

How to Apply and Get an RSA Certificate

Obtaining your RSA certificate involves fewer steps than most people think. Whether you opt for online or classroom mode, the path from enrollment to certification includes certain key aspects regardless of the medium of study. Read below to find out what it takes!

Step 1: Choose the RSA Course & Enrol

The first thing you need to do is identify which RSA course is relevant to the state where you want to work. Register directly with a training provider that is licensed to deliver RSA courses.

Provide required details such as name, USI and any identification proof needed by the training centre. Usually, signing up for one of our courses takes under 10 minutes.

Step 2: Complete the RSA Training

In most states, RSA training is offered as a self-paced online course. You can complete the training modules at your own pace, covering topics such as:

• Australian liquor laws and your responsibilities as a serving staff member
• Physical and behavioral signs of drunkenness – noticeable and early stage
• Ways to politely and lawfully refuse to serve customers, including dealing with push-back
• Serving regulations for minors and the necessary age verification processes
• Strategies to promote safe drinking habits at a venue
• Your duty of care obligations and the venue’s liability in case of any incidents

In NSW, the RSA training has to be completed through a live virtual class rather than as a self-paced course. A trained instructor delivers the training session in real time, and you need to participate actively throughout the entire session.

Step 3: Pass the Assessment

Once you’ve finished the training, you’ll complete a short assessment. It’s scenario-based: think real situations like handling a group that’s had too much, or dealing with a customer who pushes back when you refuse to serve them.

It’s not designed to trip you up. If you’ve paid attention during the training, most people get through it on the first go. If not, most providers will give you another shot.

Step 4: Obtain Your Statement of Attainment

Pass the assessment and your RTO will issue your Statement of Attainment the same day. That’s your proof of qualification and what most employers across Australia will ask to see.

In NSW, you’ll also receive an interim certificate you can use to start work straight away while your official competency card is processed by Service NSW and sent out in the post.

In Victoria, there’s one extra step. You’ll need to complete the free LCV (Liquor Control Victoria) bridging course online before you can work at a licensed venue. It doesn’t take long, but don’t skip it.

What About RSA Refresher Training and Interstate Transfers?

Obtaining RSA certification does not necessarily mean you need to do it just once. Some states require periodic renewals while employees who wish to move interstate may have to complete additional requirements before their existing RSA certification is recognized. RSA Refresher Training: When You Need It

The following states require annual RSA renewals: NSW (5 years), Victoria (3 years), ACT (3 years) and NT (3 years). In these states, completing an RSA refresher course prior to the expiry date of your current RSA will help keep your RSA certification up-to-date and ongoing without any disruptions.

New South Wales has a unique way of dealing with RSA refresher training. If your competency card is current or within 28 days of needing to be renewed, you cannot simply complete the full RSA training program. Instead, you need to follow the specific procedure for renewing your RSA provided by Liquor & Gaming NSW.

Working with an Interstate RSA in a New State

If you hold a current RSA from another state or territory and want to work for a short time in a different state or territory, automatic mutual recognition may apply. However, New South Wales and Victoria are exceptions – they have extra rules which go beyond interstate recognition.

Working in licenced premises based on your interstate RSA does not automatically grant you permission to do so. You need to complete the LCV (Licence Venue Team) short course.
